Fundamentals of Video Evidence for Investigations – FVEI (3 Day)


This 3-day course is the first 3 days of our FVA 101 course.  It provides an overview of Best Practices and is predominantly geared towards hands-on investigative processing.  Students spend the majority of the class doing hands-on investigative processing tasks like extracting the video to a playable format, extracting images, converting/transcoding, and basic image clarification for quickly producing actionable investigative leads.

Anyone who recovers, handles, processes, or disseminates Digital & Multimedia Evidence (DME), including patrol officers, detectives, investigators, administrative staff, as well as DME Technicians/Analysts looking to refresh or expand their skills.

Workflow Practical Exercises

Lecutre and Hands-on practical exercises on developing sound DME workflows for INVESTIGATIVE processing.  Students will be introduced to various Ocean Systems tools, as well as various related Freeware & Open Source Software (FOSS) solutions.  Students are given practical exercises to process DME, then we collectively review each exercise together as a class.  Students will work on sample media from a multitude of sources and are welcome to bring their own media to work with, as time permits.


  • Understand usage and application of various industry Best Practices for the Acquisition of Digital Multimedia Evidence.
  • Be familiar with common technical and legal issues related to the acquisition and use of digital video evidence.
  • Be able to quickly and accurately assess the various types of digital video recording devices used for CCTV systems.
  • Learn multiple methods of documenting a digital CCTV system recovery.
  • Gain practical experience developing sound DME workflows for INVESTIGATIVE recovery, processing & dissemination.
  • Learn basic DME clarification techniques for investigative processing & dissemination for lead generation.

Tools Used

Ocean Systems Omnivore™, ClearID®, and QuickDME™.  FOSS tools discussed include FFmpeg, VirtualDub, Forevid, MediaInfo, ExifTool, VLC Media Player, MPC-HC media player and more.

Class Times

Ocean Systems classes run from 8AM to 5PM with an early dismissal on the last day, no later than 3PM typically. Please book return flight out of BWI after 5PM.

Airport (BWI)

Although the DC Metropolitan area has 3 major airports; Baltimore Washington International (BWI) is by far the most convenient to our facility. If you are arriving on a Sunday, traffic is usually not an issue but if you plan on traveling during the week, please account for our rush hour traffic, which can be a bit unpredictable.

Planning your flight home: Since the last day of class ends around 3PM, it would be challenging to make a return flight earlier then 5PM once you account for travel to airport, car rental return, shuttle to airport, and early check-in requirements. Please plan accordingly.

Car Rental

We are located between Baltimore and Washington, DC. If you are interested in venturing out to see the surrounding area or just want flexible transportation then we recommend you rent a vehicle. Most, if not all, car rental facilities for BWI airport are off site, so plan additional time for a shuttle to and from the airport to the car rental facility.

From BWI Airport to Homewood Suites Hotel: Total 19 Miles ETA 23 minutes.
Take I-195 West to I-95 South and EXIT at MD-32W to Johns Hopkins Rd. Take esit 15 from US-29 S/Columbia Pike.

From Homewood Suites Hotel to Ocean Systems: Total 7 Miles ETA 9 minutes.
Head southwest on Montpelier Rd, turn left onto Johns Hopkins Rd. Use right lane to take ramp onto US-29 S. Make a U-turn. Turn right onto Blackburn Rd. Turn left on to Blackburn Ln.

From BWI Airport to Hilton Gardens Inn Hotel: Total 25 Miles ETA 30 minutes.
Take I-195 West to I-95 South and EXIT at MD-212 toward Calverton. MERGE onto Power Mill Rd. Turn RIGHT on Beltsville Drive. Turn LEFT on Calverton Blvd which turns into Broadbirch.

From Hilton Gardens Inn Hotel to Ocean Systems: Total 4 Miles ETA 7 Min.
Take Broadbirch to Tech Road then make a RIGHT on US-29 Columbia Pike for 4 miles. Do not exit onto any of the ramps once on US-29. As you approach Blackburn Lane you will see a traffic light at the top of the hill. Get in your right lane. Once at the traffic light, turn RIGHT once the light turns green, then make an immediate LEFT. This short access road leads down a hill to the Office Park. Turn RIGHT at the bottom of the hill. Take 2nd LEFT once in parking lot and get ready to park. Our door is on the right at 4016. You will see an Ocean Systems sign on the building.
